All may appear smooth but even a public tender can ripple with irregularities beneath the surface of a winning bid. Sometimes management and internal auditors, compliance specialists, etc. tend to adopt a position that if a vendor was found via a public tender, it means that the organization received the best possible offer for goods or services. However, this may be wishful thinking. Public procurement is meant indeed to be a part of responsible and rules-based approach to buy goods or services, but in fact when different parties collide (such as vendors and employees) an illusion of control is created. Procurement fraud can take many shades and varieties and as a result the organizations risk purchasing goods or services that are either below the desired quality or overpriced or manufactured by forced labour. Moreover, since procurement results may be diverted to desired vendors, there is actually no competition and less and less bidders participate in new tenders. Furthermore, in the meanwhile certain employees will be enjoying kick-backs and illegal gratuities from vendors.

Anna Kon Is dedicated to integrity, ethics, fair and sustainable business practices.

A Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), Certified in Risk Management Assurance (CRMA) with 18+ years of experience in leading positions in internal auditing and fraud risk management in Estonian biggest and state-owned energy company Eesti Energia AS and it’s listed at Tallinn Nasdaq stock exchange renewable energy producer Enefit Green AS.

Occasional speaker at conferences and a writer of articles on fraud cases and investigations for the Internal Audit and Fraud Intelligence magazines.

Kon, is a board member at ACFE Baltics (Finance and Treasury) and coach and mentor (EMCC accredited training program).
