About the Expert

Dr. Joel Caplan is the Senior Vice Chancellor for Research and Collaborations at Rutgers University – Newark, a Professor at the School of Criminal Justice, and Director of the Rutgers Center on Public Security. He is a leading authority in GIS mappingcrime pattern analysis, and co-developer of Risk Terrain Modeling (RTM), a cutting-edge spatial analysis technique that diagnoses environmental conditions that contribute to crime.

RTM is the core technology behind Simsi, a Rutgers University start-up co-founded by Dr. Caplan. With a background as a police officer and emergency medical technician, he brings practical and academic insight to the field. He has authored over 50 peer-reviewed articles and two influential books:

  • Risk-Based Policing: Evidence-Based Crime Prevention with Big Data and Spatial Analytics
  • Risk Terrain Modeling: Crime Prevention and Risk Reduction

His research empowers cities and agencies to make smart, data-driven decisions that enhance public safety and community wellbeing.
