Our recent webinar, Public Tenders, Private Gains, held on 31 July 2025, offered a compelling look into the world of public procurement fraud and the critical role internal auditors play in detecting and preventing it. Led by Anna Kon, an experienced fraud and procurement expert, the session combined real-world insights with practical guidance.
Participants were taken through common fraud schemes such as bid rigging, the strategic use of “accompanying bidders” to fake competition, and the manipulation of tender specifications to favour pre-selected suppliers. These examples illustrated how procurement systems can be exploited, and why oversight is so vital.
The talk also explored the essential skills and mindset required to be an effective internal auditor in this space, including analytical thinking, persistence, and strong interpersonal skills. Attendees had the opportunity to hear about the speaker’s experience as an internal auditor and investigator.
It was an honour for us to have Anna Kon as our guest expert, someone deeply committed to integrity, ethics, and fair, sustainable business practices. Her professional path as a Certified Internal Auditor (CIA), Certified Fraud Examiner (CFE), and Certified in Risk Management Assurance (CRMA), along with over 18 years of experience in leadership roles in internal auditing and fraud risk management at Estonia’s largest state-owned energy company, made her insights invaluable.
